Japan’s Cabinet Order No. 171 of 2026 designates LC-PFCA, their salts, and related compounds as Class I Specified Chemical Substances. From November 22, 2026, imports of specified LC-PFCA-containing products will be prohibited, including textiles, clothes, raw paints, and wax.

On May 22, 2026, the Ministries of Japan have published Cabinet Order no. 171 of 2026 to approve the restriction on Long-chain PFCA (LC-PFCA), their salts, LC-PFCA related compounds under the Act on the Evaluation of Chemical Substances and Regulation of their Manufacturer etc. This Order shall take effect on Nov 22, 2026.

This Order:

  1. Designated LC-PFCA, their salts, LC-PFCA related compounds as Class I Specified Chemical Substances.
  2. Prohibited the importation of the following products containing LC-PFCAs), their salts and related substances:
    • Lubricating oil
    • Water-repellent and oil-repellent textiles
    • Paint
    • Water repellent and oil repellent agent
    • Filling charge for adhesive and sealing
    • Fire extinguishers, fire-extinguishing agents, and fire-extinguishing foam
    • Water-repellent clothes and oil-repellent clothes
    • Water-repellent floor coverings and oil-repellent floor coverings
    • Wax
    • Business photo film

The Cabinet Order also designates Chlorpyrifos, and Chlorinated paraffins C14–C17 (MCCP) as Class I Specified Chemical Substances for some chemical formulations. For details, please refer to below:
